Adding royal icing around the edible image (even if coming into contact with the edible image) is a common way of decorating and works just fine. The royal icing will cause a slight blurring/glazing at the point it comes into contact with the edible image, because there is moisture in the royal icing. This is less noticeable on the edges and therefore not much of an issue, and is in fact commonly done in order to blend the edible image into the cookie. However if you add royal icing on top of the edible image (for example, to the middle of the edible image itself), it could cause a distortion of the edible image due to the weight and moisture of the royal icing.
